Hard Rock vs Royal Pacific vs Portofino Bay comes down to three questions: how close to the park gates you want to be, how much floor space your group needs, and how much the resort itself matters once the rides shut. All three are Loews-run hotels on Universal Orlando’s campus, and all include free Universal Express Unlimited for everyone in the room, so the headline perk does not decide this.
What does: Hard Rock Hotel is the one Universal calls closest to Universal Studios Florida and Islands of Adventure, and it has the showiest pool. Loews Royal Pacific Resort has the smallest standard rooms, but TouringPlans calls it the least expensive of Universal’s deluxe resorts. Loews Portofino Bay Hotel has the largest standard rooms, three pools and the longest walk.
Figures come from Loews, Universal and TouringPlans pages checked in October 2026; fees change, so confirm them before you book. For the rules of the perk itself, see our guide to Universal hotels with Express Pass.
Quick answer: Book Hard Rock Hotel for the shortest walk to both original parks and a pool with a 260-foot slide. Book Loews Royal Pacific Resort for free Express at what planners call the lowest typical rate, if a 335-square-foot room is fine. Book Loews Portofino Bay Hotel for 450-square-foot rooms, a quieter harbor setting and suites for up to 17 guests. None of the three suits an Epic Universe-focused trip, because the free Express does not work there.

Hard Rock Hotel
Hard Rock Hotel at Universal Orlando (Universal’s Hard Rock Hotel on Booking.com) sits at 5800 Universal Boulevard, next to CityWalk, with 650 rooms including 29 suites. Universal calls it the closest hotel to Universal Studios Florida and Islands of Adventure, and the white Mission-style building wraps around its big slide pool.
The public areas double as a small rock museum, and the Sound of Your Stay program delivers Fender guitars (Universal notes a deposit and loan agreement) or a Crosley turntable to your room. Our Hard Rock Hotel Orlando review covers every room type and fee.
Six views from the property’s own gallery, from the facade to a two-queen room and the lounges. Tap any photo to enlarge it, or see the full gallery and current rates on Booking.com.

Best for teens, music fans and anyone who wants to walk back to the room between rides; the trade-off is the loudest pool scene of the three.

Loews Royal Pacific Resort

Loews Royal Pacific Resort, at 6300 Hollywood Way, is the biggest of the three, with 1,000 rooms including 51 suites, and sits next door to Islands of Adventure. The South Seas theme runs through tropical gardens, the Orchid Court lobby lounge and a lagoon-style pool.
Standard rooms are 335 square feet, the smallest of the three; TouringPlans says the rooms alone are not worth the price but are with Express included. The ticketed Wantilan Luau, held Saturday evenings per Universal, is the signature extra. Read our Loews Royal Pacific Resort review for the full picture.

Loews Portofino Bay Hotel

Loews Portofino Bay Hotel, at 5601 Universal Boulevard, recreates the Italian seaside village of Portofino around a man-made harbor, with 750 rooms including 45 suites. Standard rooms are 450 square feet, Deluxe and Club rooms 490, and TouringPlans ranks it first of Universal’s five Signature Collection hotels.
It has three pools, mostly Italian restaurants and nightly music, opera included, on the Harbor Piazza at sunset, weather permitting. The price of that atmosphere is distance: it is the farthest from the gates, though the water taxi closes the gap. Our Loews Portofino Bay Hotel review goes room by room.

Location and walking times to the parks
All three link to CityWalk and both original parks by landscaped paths, a free water taxi and free buses. Distances are our OpenStreetMap foot routes to the park gates, rounded, and vary with where you start; minutes are TouringPlans’ estimates.
| Hotel | Walk to USF | Walk to IOA | Boat to USF / IOA |
|---|---|---|---|
| Hard Rock Hotel | About 0.4 mi, 6 min | About 0.6-0.7 mi, 9 min | About 5 / 7 min |
| Loews Royal Pacific Resort | About 0.6 mi, 12 min | About 0.5-0.6 mi, 9 min | About 7 / 9 min |
| Loews Portofino Bay Hotel | About 0.8 mi, 16 min | About 1.1-1.2 mi, 19 min | About 9 / 11 min |
Hard Rock wins the midday break: the pool is minutes from the Universal Studios Florida gate, with Islands of Adventure a short stroll farther through CityWalk. From Royal Pacific, Islands of Adventure is the shorter walk (about 9 minutes, the same as from Hard Rock, per TouringPlans), handy for VelociCoaster and the Wizarding World; see our Islands of Adventure tips. Portofino’s path passes Hard Rock, so the boat is the easier option.
Universal’s hotel FAQ says boats and buses arrive about every 30 minutes, starting an hour before Early Park Admission, so check the posted schedule. Epic Universe is by free shuttle bus only (Loews says the water taxi does not go there), and Volcano Bay is closed from October 26, 2026, until on or before April 1, 2027. See also hotels within walking distance of Universal.
Rooms and occupancy
Two-queen rooms sleep up to five at all three, but five in 335 square feet at Royal Pacific is a different trip from five in 450 at Portofino Bay. Universal’s room pages say the fifth guest at Royal Pacific and Portofino Bay needs a rollaway ($35 plus tax per day, one per room, first come, first served, per Loews), and extra adults cost $55 each plus tax; Pack ‘n Plays are free.
| Room | Hard Rock Hotel | Loews Royal Pacific | Loews Portofino Bay |
|---|---|---|---|
| Standard | 375 sq ft, 2 queens, sleeps 5 | 335 sq ft, king (3) or 2 queens (5) | 450 sq ft, king (3) or 2 queens (5) |
| Larger standard-category room | Deluxe 2 Queen, 500 sq ft with sleeper sofa, sleeps 5 | None (Water View is the same 335 sq ft) | Deluxe, 490 sq ft, sleeps 3 or 5 |
| Kids’ suite | 800 sq ft, king + 2 twins + sleeper sofa, 5 | 670 sq ft, king + 2 twins, 5 | 650 sq ft, king + 2 twins, 5 |
| Two-bedroom suites | 1,025 to 1,625 sq ft, up to 9 | 1,675 sq ft, up to 11 | 1,350 to 1,820 sq ft, up to 11 |
For families of five, Hard Rock’s Deluxe 2 Queen is the only standard-category room of the three with a real fifth bed (a sleeper sofa). Royal Pacific’s Water View and Portofino’s Bay View rooms add the view, not space. For bigger groups, Portofino’s Presidente Suite with three connecting Club rooms is listed for 17 guests.
Kids’ suites compared
Each hotel has one themed suite: a king bedroom plus a kids’ room with two twin beds, listed for five guests.
- Future Rock Star Suite (Hard Rock): The largest at 800 square feet. Loews lists a sleeper sofa in the king bedroom, while Universal’s page says the fifth guest needs a rollaway, so confirm. A Rock Royalty Club version adds lounge access.
- Jurassic World Kids’ Suite (Royal Pacific): 670 square feet, with the second room themed in Jurassic World decor; Universal lists five guests with a rollaway.
- Despicable Me Kids’ Suite (Portofino Bay): 650 square feet with a Garden View and a kids’ room styled on Gru’s lab; Universal’s page says it opens only to the king room.
Pools: one big slide, a lagoon or three to choose from
Hard Rock’s pool is the showpiece: 12,000 square feet with a 260-foot waterslide, underwater sound system, two hot tubs, sand volleyball, a fountain area for small children and what Loews calls a micro-beach. It is also the liveliest of the three, with seasonal Concert Nights and DJ Days.

Royal Pacific’s lagoon-style pool has a sandy beach, two hot tubs, the Royal Bali Sea play area for kids and rentable cabanas. Loews lists no waterslide, but the setting, with Islands of Adventure’s coasters beyond the palms, is the most relaxing.

Portofino Bay spreads the crowd across three pools: the family Beach Pool, with a Roman aqueduct-themed slide, sandy beach, children’s pool, two hot tubs and three cabanas; the quieter Villa Pool, with cabanas and upgraded loungers; and the Hillside Pool on the east wing, the most private. Neither Loews nor Universal calls any of them adults-only.

One perk softens the choice: Universal’s hotel FAQ (last revised in 2025) says guests of these three hotels, Loews Sapphire Falls Resort and two lower-priced hotels may use one another’s pools, so a Royal Pacific family can spend an afternoon on Hard Rock’s slide. Confirm at check-in.
Dining, bars and breakfast
None of the three includes breakfast in standard rates. Club Level is the workaround at each: the Rock Royalty lounge, the Royal Club Lounge and the Portofino Club Lounge all include continental breakfast, evening hors d’oeuvres and personal concierge service per Loews and Universal, and Universal also lists evening beer and wine at the Hard Rock and Royal Pacific lounges. Club rooms at Hard Rock and Royal Pacific are standard size, so you pay for the lounge alone.
- Hard Rock Hotel: The Palm steakhouse, The Kitchen (casual American, breakfast), Emack & Bolio’s Marketplace (ice cream, coffee, grab-and-go breakfast), the beachclub pool bar and the Velvet Bar, home of Velvet Sessions, a ticketed 21-and-over concert party held on the last Thursday of the month from January to October.
- Loews Royal Pacific Resort: Islands Dining Room (breakfast buffet, Pan-Asian dinner), Orchid Court Lounge & Sushi Bar, Jake’s American Bar, Tuk Tuk Market (grab-and-go, all day) and the poolside Bula Bar & Grille, plus the luau.
- Loews Portofino Bay Hotel: Bice (Northern Italian), Mama Della’s (family-style, strolling musicians), Trattoria del Porto (casual, serves breakfast), Sal’s Market Deli, the Gelateria, Caffe Espresso, Splendido Bar and Grill and The Thirsty Fish; Loews counts eight or nine venues depending on the page.
All three have 24-hour room service and Priority Seating at select park and CityWalk restaurants via the concierge. Portofino wins on variety and setting, Hard Rock on speed, with CityWalk closest.
Express Unlimited, Early Park Admission and the perks they share
The park perks are identical at all three. Per Loews and Universal at the time of writing:
- Express Unlimited: Every registered guest, for the whole stay, at participating rides in Universal Studios Florida and Islands of Adventure during normal hours. Not valid at Epic Universe, Volcano Bay or separately ticketed events; at last check Hagrid’s and Pteranodon Flyers were not on Universal’s Express list. Park tickets are separate.
- When it starts and ends: Loews and Universal’s Hard Rock page say the room key is the pass from the time it is issued until the parks close on check-out day; Universal’s FAQ dates the digital app version from check-in through check-out date. Each guest presents their own key card, so ask for one per person.
- What it is worth: Loews values it at $199.99 per person per day, based on 2-Park Express Unlimited prices it quotes as $124.99 to $389.99 on the Hard Rock and Royal Pacific pages and $129.99 to $389.99 on the Portofino Bay page.
- Early Park Admission: Up to an hour early at select attractions. From October 5 to November 30, 2026, Universal lists Islands of Adventure (including Hagrid’s and VelociCoaster) and four lands at Epic Universe, with no upcoming dates at Universal Studios Florida; see our Early Park Admission guide.
- Booking.com guests: Mobile check-in in the Universal app is only for direct Loews or Universal bookings, so you check in at the front desk; the key card still works as the pass.
Plan Express days around the original parks and use our Universal Studios Florida tips for rope drop, since the pass does not cover the early-entry hour.
Fees, parking, pets and policies
Loews lists the same extras at all three, with no resort fee among its published charges: overnight self-parking $36 and valet $45 per vehicle per night plus tax, $55 plus tax per adult beyond two, $35 plus tax a day for a rollaway and a $150 pet fee per stay for up to two pets (Hard Rock’s pet agreement says the fee is per pet and caps pets at 50 pounds, so ask). Pet-friendly rooms exclude Club Level at all three, and dogs are not allowed at the pools, lounges or restaurants.
Check-in is 4 pm and check-out 11 am, the person booking must be 21 or older, and rates carry Orange County’s 12.5% hotel tax. Universal lists day-guest parking at all three at $53 self or $56 valet plus tax, with the first 30 minutes free. Rates can change, so confirm the total when you book.
Price tier and vibe: which is usually cheapest?
Universal’s hotel benefits page rates all three in its top $$$$ band (Sapphire Falls, which has no Express, is $$$). Within that band, TouringPlans calls Royal Pacific the least expensive of Universal’s deluxe resorts, and its listed rate ranges run lowest at Royal Pacific and highest at Portofino Bay (October 2026). Rates vary by season, availability and how far ahead you book.
The feel is where they differ most: Hard Rock is loud in a good way, with memorabilia in the lobby and music under the pool; Royal Pacific is tropical and unhurried; Portofino Bay is the upscale one, with opera on the piazza and a harbor you cross by boat. TouringPlans ranks them first (Portofino Bay), second (Hard Rock) and fourth (Royal Pacific) of the five Signature Collection hotels. For on-site and off-site options, see our guide to the best hotels near Universal Studios Orlando.
Choose Hard Rock Hotel if…
- You want the shortest walk to both original parks and CityWalk, midday pool break included.
- A waterslide, underwater music and a lively pool deck matter to your kids or teens.
- You need a standard-category room with a guaranteed fifth bed (the Deluxe 2 Queen with a sleeper sofa).
- Memorabilia, Velvet Sessions and borrowing a Fender for the night sound like fun, not noise.
Choose Loews Royal Pacific Resort if…
- Free Express is the point and you want it at what planners call the lowest typical rate of the three.
- Your party is two to four people who will mostly sleep in the room, so 335 square feet is fine.
- Islands of Adventure is your main park: TouringPlans times the walk at about 9 minutes, as short as from Hard Rock.
- You like a relaxed tropical pool with a beach and kids’ play area, and the luau appeals.
Choose Loews Portofino Bay Hotel if…
- Space matters: 450-square-foot standard rooms, 490-square-foot Deluxe rooms and suites up to 17 guests.
- You want three pools, including quieter ones away from the family slide.
- Evenings at the hotel count, with Italian restaurants and nightly music on the harbor at sunset.
- You do not mind the longest walk, or you are happy to ride the water taxi.

Frequently asked questions
Is Hard Rock or Royal Pacific better for a family?
Hard Rock for families who want space and a slide: two-queen rooms are 375 square feet, the Deluxe 2 Queen has a sleeper sofa for a fifth guest, and the pool has a 260-foot slide. Royal Pacific for families watching the budget: TouringPlans calls it the least expensive of Universal’s deluxe resorts, and its Jurassic World Kids’ Suite and Royal Bali Sea play area suit younger children.
Is Portofino Bay worth more than Royal Pacific?
Only if floor space and quiet are worth paying for. Portofino’s standard rooms are 450 square feet against 335 at Royal Pacific, it has three pools instead of one, and its harbor and restaurants make evenings pleasant. The park perks are identical, so if you will spend every waking hour in the parks, Royal Pacific delivers the same Express for less.
Which of the three hotels is closest to the Universal parks?
Hard Rock Hotel. Universal calls it the closest hotel to Universal Studios Florida and Islands of Adventure, TouringPlans times the walk at about 6 and 9 minutes, and our foot route puts the Universal Studios Florida gate about 0.4 mile from the hotel. Royal Pacific is about 12 and 9 minutes away, Portofino Bay about 16 and 19, or a 9- to 11-minute boat ride.
Do all three hotels include Express Unlimited and Early Park Admission?
Yes. They are the only Universal hotels with free Universal Express Unlimited, valid at Universal Studios Florida and Islands of Adventure for every registered guest from the time your key is issued until the parks close on check-out day. Every Universal hotel guest gets Early Park Admission up to an hour early, and only these three get Priority Seating at select restaurants.
Which has the best pool: Hard Rock, Royal Pacific or Portofino Bay?
For kids and teens, Hard Rock: 12,000 square feet, a 260-foot slide, underwater music, two hot tubs and a beach. For a calm afternoon, Royal Pacific’s lagoon pool with its sandy beach and kids’ play area. For choice, Portofino Bay’s aqueduct-slide Beach Pool plus the quieter Villa and Hillside pools. Universal’s hotel FAQ lets guests of these hotels use one another’s pools, so try more than one.
Bottom line
Hard Rock vs Royal Pacific vs Portofino Bay is a choice between proximity, price and polish, because the Express perk, parking and the pet and rollaway fees are the same at all three. Walkers and slide fans book Hard Rock, value seekers book Royal Pacific, and families who want room to spread out book Portofino Bay. Whichever you pick, the key covers Express on arrival day and until the parks close on check-out day, so plan park time on both.
