The Universal hotels with Express Pass included are Loews Royal Pacific Resort, Hard Rock Hotel and Loews Portofino Bay Hotel. Every guest registered in your room gets Universal Express Unlimited, the official name for the “Express Pass,” so you can use the shorter Express line at participating rides as often as you like.

The catch: it works only at Universal Studios Florida and Islands of Adventure, not at Epic Universe or Volcano Bay. The other eight on-site hotels, including the top-tier Sapphire Falls and Helios Grand, don’t include it at all.

Below: all 11 hotels at a glance, the rules (checked on Universal’s and Loews’ official pages in October 2026), the three hotels compared and whether the higher rate pays off.

Quick answer: Lowest typical rate, per planner sites: Loews Royal Pacific Resort. Closest to both original parks: Hard Rock Hotel. Biggest standard rooms and a calmer stay: Loews Portofino Bay Hotel. Express starts when your room key is issued and runs until the parks close on check-out day, so one night can cover two park days. If your trip centers on Epic Universe, the perk matters much less.

Which Universal hotels include Express Pass?

Only three of Universal Orlando’s 11 hotels include free Express Unlimited. Universal sorts its hotels into three tiers and rates their prices from $ to $$$$, but the perk follows the hotel, not the tier.

HotelUniversal tier and price bandFree Express Unlimited
Loews Royal Pacific ResortSignature Collection, $$$$Yes

Searching for “Universal Premier hotels” or “Universal hotels with Fast Pass”? Same three hotels. “Premier” was their tier name before the Signature Collection, and “FastPass” was Disney’s old system; Universal’s version is Express.

If a low rate matters more than skipping lines, see our guide to the cheapest Universal Orlando hotels.

What the free Express Unlimited covers, and what it doesn’t

Per Universal’s and Loews’ terms at the time of writing:

Included:

  • Participating rides and attractions at Universal Studios Florida and Islands of Adventure during normal operating hours, as many times as you like, including Jurassic World VelociCoaster, Escape from Gringotts and Harry Potter and the Forbidden Journey.
  • Every guest staying in the room, for the length of the stay. It’s non-transferable.
  • A second perk for the same three hotels: Priority Seating at select park and CityWalk restaurants, booked through the hotel concierge.

Not included:

  • Park tickets. Everyone still needs valid theme park admission.
  • Epic Universe and Volcano Bay.
  • Hagrid’s Magical Creatures Motorbike Adventure and Pteranodon Flyers, which Universal’s Express FAQ lists as not taking Express.
  • Halloween Horror Nights, Rock the Universe and other separately ticketed events. HHN sells its own Express pass; see Halloween in Orlando for dates.
  • The early-entry hour. Universal’s terms limit Express to normal operating hours.

Check ride status, too. Universal’s Express list still names Fast & Furious – Supercharged, but the ride has closed. Jurassic Park River Adventure is closed for maintenance and reopens December 17, 2026, per its ride page. The Hogwarts Express is closed on November 4, 2026 only and always needs Park-to-Park admission. Our Islands of Adventure tips cover the best rides for Express.

Every Universal hotel guest gets Early Park Admission, up to one hour early at select attractions. From October 5 to November 30, 2026, Universal lists it at Islands of Adventure (including Hagrid’s and VelociCoaster), Epic Universe and, through October 25, Volcano Bay, but not Universal Studios Florida.

How the room-key Express works on check-in and check-out day

Loews’ wording: “Your room key is your Universal Express Unlimited Pass and is valid from the time it’s issued to you until Universal Orlando Resort theme parks close on the day of your check-out/departure.” Check-in is 4 p.m. and check-out 11 a.m., but the Express window follows the key, not the room.

  • Arrival day: Universal’s hotel FAQ says early arrivals can check in, leave bags with luggage services and ride the free transportation to the parks. Ask whether keys are issued before your room is ready, since that starts Express.
  • Check-out day: store your luggage at the hotel after the 11 a.m. check-out and keep riding with Express until the parks close. That’s how one night covers two park days.
  • One key per person: Universal says each guest presents their own room key card at the Express entrance, so ask for a key for everyone, children included.
  • Digital pass: after mobile check-in, the pass appears in the Universal Orlando Resort app from check-in date through check-out date and works like the physical key. With Photo Validation you can use Effortless Entry.
  • Third-party bookings: mobile check-in is only for reservations made directly with Loews or Universal and linked to a Universal Account. The terms tie Express to being a hotel guest, not to the booking channel, so Booking.com guests check in at the front desk and the key card works as the pass.

The 3 Universal hotels with Express Pass compared

All three are run by Loews and, at the time of writing, charge the same overnight parking: $36 plus tax for self-parking and $45 plus tax for valet. Two-queen rooms sleep up to five with a rollaway ($35 plus tax a day, one per room).

Walking times are TouringPlans’ estimates (October 2026). All three also have a free water taxi to CityWalk and free shuttle buses.

1. Loews Royal Pacific Resort

Royal Pacific is the usual entry point to free Express. Universal puts all three Express hotels in the same $$$$ band, but planner sites such as Magic Guides and AttractionTickets say Royal Pacific is usually the least expensive of the three.

It has 1,000 rooms, including 51 suites, with a South Seas theme. Standard rooms are 335 square feet, the smallest of the three, which matters for a family of five; the 670-square-foot Jurassic World Kids’ Suite adds a themed kids’ room.

  • Why stay: Express at what planners call the lowest typical rate, a lagoon-style pool with a white-sand beach, two hot tubs and the Royal Bali Sea water play area, plus the Wantilan Luau dinner show on select nights (fee applies).
  • Getting there / to the parks: a walking path (about 9 minutes to Islands of Adventure), a free water taxi to CityWalk and free shuttle buses, including to Epic Universe.
  • Good to know: breakfast isn’t included in standard rates; Club Level adds the Royal Club Lounge with continental breakfast. At the time of writing: $36 plus tax self-parking, $45 valet, $55 per extra adult beyond two.

Best for: families and couples who want Express plus real pool time between park days. Read our full Loews Royal Pacific Resort review.

2. Hard Rock Hotel

Hard Rock is the closest Universal hotel to the two original parks and CityWalk (TouringPlans estimates about a 6-minute walk to Universal Studios Florida), so midday breaks are easy. It has 650 rooms, including 29 suites. Standard rooms are 375 square feet, rooms range up to 500, and Deluxe rooms add a pull-out sofa. The Future Rock Star Suite pairs a king bedroom with an attached kids’ room and sleeps up to five.

  • Why stay: Universal calls it the closest hotel to both original parks, and it has a 12,000-square-foot pool with an underwater sound system, a 260-foot slide, two hot tubs, a sand beach and a volleyball court.
  • Getting there / to the parks: walking paths to CityWalk and both parks, a free water taxi to CityWalk and free shuttle buses, including to Epic Universe.
  • Good to know: breakfast isn’t included in standard rates; Rock Royalty Club Level adds a lounge with continental breakfast. At the time of writing: $36 plus tax self-parking, $45 valet, $55 per extra adult.

Best for: teens, music fans and anyone who wants to walk back to the room between rides. See our Hard Rock Hotel Orlando guide for rooms and dining.

3. Loews Portofino Bay Hotel

Portofino Bay recreates an Italian seaside village around a harbor. Its standard rooms are the largest of the three: 450 square feet for Garden View and Bay View rooms, 490 for Deluxe. It has 750 rooms, including 45 suites, among them Despicable Me Kids’ Suites with a Minion-themed bedroom.

  • Why stay: floor space, three pools (including the Roman aqueduct-style Beach Pool) and a calmer, more upscale feel.
  • Getting there / to the parks: a water taxi from the harbor to CityWalk, walking paths (about 16 minutes to Universal Studios Florida, per TouringPlans) and free shuttle buses, including to Epic Universe.
  • Good to know: breakfast isn’t included in standard rates; Club Level rooms include the Portofino Club Lounge with continental breakfast. At the time of writing: $36 plus tax self-parking, $45 valet, $55 per extra adult.

Best for: families who need floor space and couples who want a calmer base with Express included. Our Loews Portofino Bay Hotel guide covers the pools and restaurants, and it features in our best luxury resorts in Orlando.

Does Sapphire Falls or Helios Grand include Express Pass?

No. Both are Signature Collection hotels with Early Park Admission, free transportation, room charging and free merchandise delivery, but neither includes Express Unlimited or Priority Seating.

Loews Sapphire Falls Resort

Sapphire Falls sits one price band below the Express hotels on Universal’s own scale ($$$ against $$$$). Standard rooms are 321 square feet, and the 16,000-square-foot pool has a sand beach, a water slide, a kids’ play area and a fire pit. It shares the free water taxi to CityWalk. Its walking path to Volcano Bay matters less this winter: the water park closes for maintenance on October 26, 2026, with a planned reopening on or before April 1, 2027.

Pick it if you want the water-taxi resort feel for less and would rather buy Express only for the days you need it. Royal Pacific is next door on the same walkway. See our Loews Sapphire Falls Resort review.

Universal Helios Grand Hotel

Helios Grand is in the same $$$$ band as the Express hotels, but Universal states that it “will not include Universal Express Unlimited.” Instead, it has a dedicated entrance into Epic Universe (admission required). Standard two-queen rooms are 325 square feet, the pool is zero-entry with a hot tub, and shuttles to the CityWalk hub and Volcano Bay run every 10 to 15 minutes (Universal’s transportation guide says 10, its hotel FAQ 15). Choose it if Epic Universe is the heart of your trip; our Universal Helios Grand Hotel review and guide to hotels near Epic Universe have more.

Epic Universe: no hotel includes Express there

No Universal hotel includes Express for Epic Universe, not even Helios Grand, which rises above Epic’s Celestial Park. Express Unlimited isn’t sold or valid there. Your options, per Universal’s Express page:

  • Universal Express: one Express entry per participating ride, for a specific date. Most Epic Universe attractions take it, except Dragon Racer’s Rally.
  • Universal Express Now: one ride in a set time window, sold only in the Universal Orlando Resort app, inside the park, on the day, when capacity allows.

Universal also says there’s no Express After 4PM pass for Epic Universe at this time. For tickets, lands and ride heights, see our Epic Universe guide.

Buying Express separately: options and official prices

Staying elsewhere? Universal sells three Express versions to add to your tickets:

PassUses per rideParksHow to buy
Universal Express UnlimitedUnlimitedUSF and IOAOnline or in park; free at the 3 hotels
Universal ExpressOnceUSF, IOA, Epic Universe, Volcano BayOnline or in park, by date
Universal Express NowOnce, in a time windowUSF, IOA, Epic UniverseApp only, in park, same day

Prices change by date, and Universal says Express has limited inventory and typically sells out, so it recommends buying ahead. The best official benchmark is Loews’ fine print: it values the hotel perk at $199.99 per person, per day, the rounded weighted average of a 2-park Express Unlimited pass. Loews’ pages disagree on the bottom of the range (checked October 13, 2026): the Royal Pacific, Hard Rock and benefits pages say $124.99 to $389.99 per person, the Portofino Bay page $129.99 to $389.99.

Is a Universal hotel with Express Pass worth it?

Run the numbers for your own dates:

  • Express value = the Express Unlimited price for your date × people × days at Universal Studios Florida and Islands of Adventure. Epic Universe and Volcano Bay days count as zero.
  • Hotel premium = (Express hotel rate minus your alternative’s rate) × nights, plus Orange County’s 12.5% hotel tax on that difference.
  • Parking difference = $36 plus tax a night at the Express hotels against your alternative, including theme park parking if you’d drive in.

If the Express value is bigger, the Express hotel wins. With the one-night strategy, a family of four gets two days of Express for one night: about $1,000 of Express before tax even at the low end of Loews’ range.

Usually worth it:

  • Busy dates and holidays, when standby waits and Express prices peak.
  • Families of three or more, since the value multiplies per person.
  • Two or more days at the original parks, or a short first visit.

Often not worth it:

  • Epic-heavy trips, where the hotel pass doesn’t work.
  • Quiet dates with short waits; see the best time to visit Orlando for crowd patterns.
  • Couples comparing against a much cheaper Prime Value or Value hotel.
  • Long stays booked direct: Universal’s current 5-night offer (stays Sept. 8 to Dec. 25, 2026 and Jan. 3 to Mar. 15, 2027) takes 15% off at the Express hotels but 30% at the Prime Value hotels and Cabana Bay.

Split stays: Express for part of your trip

Book one or two nights at an Express hotel for your Universal Studios Florida and Islands of Adventure days, then move to a cheaper hotel for Epic Universe and the rest of the trip. Doing Disney too? See where to stay for Disney and Universal.

Do any off-site hotels include Universal Express?

No. Under Universal’s terms, free Express Unlimited is only for guests of Royal Pacific, Hard Rock and Portofino Bay; Universal’s vacation packages can add Express as a paid extra. For every budget, see our guide to the best hotels near Universal Studios Orlando and our checklist on how to choose a hotel in Orlando.

Frequently asked questions

Does Loews Sapphire Falls Resort include Express Pass?

No. Sapphire Falls is in Universal’s Signature Collection, but free Express Unlimited is limited to Loews Royal Pacific Resort, Hard Rock Hotel and Loews Portofino Bay Hotel. Sapphire Falls guests still get Early Park Admission, the free water taxi and shuttle buses, and can buy Express separately. Royal Pacific, next door on the same walkway, is the nearest hotel that includes it.

What is the cheapest Universal hotel with Express Pass?

Usually Loews Royal Pacific Resort. Universal rates all three Express hotels $$$$, but planner sites such as Magic Guides and AttractionTickets say Royal Pacific is usually the least expensive of the three. Its standard rooms are also the smallest (335 square feet), so a family of five may prefer Hard Rock or Portofino Bay. Rates vary by season, availability and how far ahead you book, so compare your exact nights.

Does the hotel Express Pass work at Epic Universe or Volcano Bay?

No. The free Express Unlimited from Royal Pacific, Hard Rock and Portofino Bay works only at participating rides in Universal Studios Florida and Islands of Adventure. Express Unlimited isn’t sold or valid at Epic Universe, where you can buy the one-time-per-ride Universal Express instead. Volcano Bay is excluded too, and it closes for maintenance from October 26, 2026.

Can you use Universal Express on check-in and check-out day?

Yes. Loews says the room key works as Express Unlimited from the moment it’s issued until the parks close on your check-out day. Universal lets early arrivals check in, store bags and head to the parks, and you can store luggage after the 11 a.m. check-out. Ask whether keys are issued before your room is ready.

Does everyone in the room get Express Unlimited, including kids?

Yes. The terms cover “the number of guests staying in the room for the length of hotel stay,” so every guest on the reservation gets it, children included. Each person presents their own room key card at the Express entrance and still needs valid park admission. The perk is non-transferable, so friends staying at another hotel can’t use it.

Do you still get Express if you book through Booking.com?

Yes. The official terms tie Express Unlimited to being a guest of the hotel, not to where you booked. The difference is check-in: mobile check-in and the digital pass in the app are only for reservations made directly with Loews or Universal, so you’ll use the regular front desk, and your key card works as the pass. Check your reservation terms to be sure.

Bottom line

Only Loews Royal Pacific Resort, Hard Rock Hotel and Loews Portofino Bay Hotel include free Express Unlimited, and only at Universal Studios Florida and Islands of Adventure. Royal Pacific is usually the cheapest way in (per planner sites), Hard Rock the closest and Portofino Bay the roomiest. Use check-out day, and compare the rate gap against buying Express for your dates.
