The cheapest Universal Orlando hotels are the two Endless Summer Resort hotels, Dockside Inn and Suites and Surfside Inn and Suites, which sit in Universal’s lowest tier, Value Inns and Suites. Universal Cabana Bay Beach Resort is the third hotel in that tier. It usually costs somewhat more, but the gap changes a lot from week to week.

All three include Early Park Admission and free shuttles, with no resort fee listed. They differ in room layout, pools and whether you can walk to the parks. This guide compares them using official Universal and Loews specs, plus two step-ups near Epic Universe.

Quick answer: For the lowest price, or for a family of up to 6 that wants two bedrooms, book a Dockside or Surfside two-bedroom suite. If you want a smaller, calmer hotel, choose Surfside. Choose Cabana Bay if you want to walk to CityWalk, Universal Studios Florida and Islands of Adventure, or if your kids want a lazy river and a waterslide. Groups of 7 or 8 who want the value tier need Cabana Bay’s Volcano Bay View 2-Bedroom Suite. If you’re 4 or fewer and Epic Universe is your focus, step up to Stella Nova (which has a walking path) or Terra Luna.

What every Universal value hotel includes, and what it doesn’t

Included:

  • Early Park Admission: enter up to one hour before regular opening for select attractions, now including Epic Universe. You need your room key and valid park admission, and the participating park and rides vary by date.
  • Free shuttles: buses go to the CityWalk hub (a walk from Universal Studios Florida and Islands of Adventure), Volcano Bay and Epic Universe. Universal says buses from the value hotels come about every 15 minutes.
  • Room charging and package delivery: charge purchases to your room key, and have purchases from select park and CityWalk shops delivered free to your hotel.

Not included:

  • Universal Express: free Express Unlimited comes only with Portofino Bay, Hard Rock Hotel and Royal Pacific, and it works only at Universal Studios Florida and Islands of Adventure. See which Universal hotels include a free Express Pass.
  • Breakfast: you buy it at the hotel’s food court.
  • Pools at higher-tier hotels: the Loews pages for Dockside and Surfside say value-tier guests can’t use the pools at Prime Value or Signature Collection hotels.

None of the three lists a resort fee. Your bill adds 12.5% hotel tax, parking if you drive ($26 plus tax per night), and a charge for each adult beyond 2 per room: $15 at Dockside and Surfside and $20 at Cabana Bay at the time of writing. So a family of 2 adults and 4 kids in a suite pays no extra-adult charge, but a group of 6 adults does. You must be 21 or older to book. Check current terms.

1. Universal Endless Summer Resort – Dockside Inn and Suites

Dockside has 2,050 rooms, and 1,059 of them are two-bedroom suites. It opened in December 2020, across Universal Boulevard from Surfside. Each 440 sq ft suite sleeps up to 6. One bedroom has two queens and the other has one queen. There’s a kitchenette with a mini-fridge, microwave and picnic table, and one bathroom with separate bath and vanity areas. Standard rooms are 313 sq ft with 2 queens and sleep 4.

The hotel has two pools with sand beaches, two pool bars and a children’s splash pad. Pier 8 Market is a food court serving all three meals, and there’s also a Starbucks, the Sunset Lounge lobby bar and pizza delivery.

  • Why stay: the most two-bedroom suites at Universal, two pools and the bigger Endless Summer food court.
  • Getting to the parks: free shuttle only, to the CityWalk hub, Volcano Bay and Epic Universe, with rides of roughly 10 to 20 minutes. There is no official walking path, and planners put the hotel about a mile from the original parks.
  • Good to know: at the time of writing, self-parking is $26 plus tax per night and each adult beyond 2 costs $15. Because the hotel is so large, planner reports and guest feedback mention busy check-in times and slow elevators at peak hours.

Best for: families of 5 or 6 who want two separate bedrooms at the lowest on-site price, and travelers who want two pools and more food choices.

2. Universal Endless Summer Resort – Surfside Inn and Suites

Surfside opened in June 2019 as the first Endless Summer hotel. Its 750 rooms (360 standard rooms and 390 two-bedroom suites) match Dockside’s room and suite layouts, and Surfside also offers Water View suites.

The hotel itself is simpler. It has one surfboard-shaped pool and the Sand Bar pool bar. Loews lists a splash pad, but Orlando Informer describes it as water jets at the foot of the pool and notes there’s no hot tub, fire pit or cabanas. Food is the Beach Break Cafe food court, a Starbucks and pizza delivery, with no lobby bar. Planners note that shops, restaurants and a Walgreens are within walking distance.

  • Why stay: it has the same two-bedroom suites as Dockside in a hotel about a third the size, so it’s easier to get around.
  • Getting to the parks: free shuttle only, to the CityWalk hub, Volcano Bay and Epic Universe, about every 15 minutes. There is no official walking path.
  • Good to know: at the time of writing, self-parking is $26 plus tax per night and each adult beyond 2 costs $15. Ask before assuming you can use the pools at Dockside, across the street.

Best for: families who want a two-bedroom suite at the lowest price and would rather have a smaller, calmer hotel than a second pool.

3. Universal Cabana Bay Beach Resort

Cabana Bay usually costs a little more, and what you get is location and pools. It sits next to Volcano Bay, with walking paths to CityWalk, Universal Studios Florida, Islands of Adventure and Volcano Bay. The Cabana Courtyard pool has a waterslide themed as a dive tower, and the Lazy River Courtyard has a winding lazy river and a sand beach. Galaxy Bowl adds a 10-lane bowling alley (fees apply, reservations required).

Of its 2,200 rooms, 1,280 are 300 sq ft standard rooms with 2 queens that sleep 4, and 920 are Family Suites. A Family Suite is 430 sq ft with 2 queens and a sleeper sofa and sleeps up to 6. It has a sliding privacy partition, a split bathroom so 3 people can get ready at once, and a kitchenette with a mini-fridge, microwave and sink. The Volcano Bay View 2-Bedroom Suites are 772 sq ft with a queen, 2 full beds and a sleeper sofa, and they sleep 8.

  • Why stay: the only value hotel with walking paths to the parks, a lazy river and bowling.
  • Getting to the parks: the walk to CityWalk takes roughly 20 to 30 minutes and to Volcano Bay about 5, or take the free shuttle. Epic Universe is shuttle only, about 15 minutes.
  • Good to know: at the time of writing, self-parking is $26 plus tax per night and each adult beyond 2 costs $20. Volcano Bay and its walking path will be closed from October 26, 2026, and Universal expects to reopen the park on or before April 1, 2027. Check current terms.

Best for: families who want to walk to the parks, kids who will spend afternoons at the pool, and groups of 7 or 8.

4. Universal Stella Nova Resort

Stella Nova is one tier up, in Prime Value, and its main selling point is Epic Universe. Universal says the walk to Epic Universe takes about 5 to 10 minutes, and shuttles come about every 10 minutes. The pool area has a 10,000 sq ft pool, a kids’ splash pad, a hot tub, a fire pit and poolside movies (weather permitting). Cosmos Cafe and Market serves all three meals.

  • Why stay: it’s the only Prime Value or value hotel with a walking path to Epic Universe.
  • Getting to the parks: you can walk or take the shuttle to Epic Universe. Free shuttles also run to the CityWalk hub and Volcano Bay.
  • Good to know: there are rooms only, no suites. Each room is 315 sq ft with 2 queens and sleeps 4. At the time of writing, self-parking is $30 plus tax per night and each adult beyond 2 costs $20.

Best for: couples and families of 4 or fewer who will spend much of their trip at Epic Universe.

5. Universal Terra Luna Resort

Terra Luna is Stella Nova’s Prime Value twin next to Epic Universe, with 750 rooms of 315 sq ft, each with 2 queens for up to 4. The key difference: Terra Luna reaches every park, Epic Universe included, by free shuttle only. It has a zero-entry pool with a hot tub and a fire pit, and Omega Cafe and Market serves three meals. See our Stella Nova vs Terra Luna comparison.

  • Why stay: Prime Value amenities and short shuttle rides to Epic Universe, and a good fallback when Stella Nova is sold out or pricier.
  • Getting to the parks: free shuttle about every 10 minutes to Epic Universe, the CityWalk hub and Volcano Bay.
  • Good to know: there are rooms only, no suites. At the time of writing, self-parking is $30 plus tax per night and each adult beyond 2 costs $20.

Best for: groups of 4 or fewer who want a hotel near Epic Universe with a zero-entry pool and don’t mind taking the bus.

Dockside vs Surfside vs Cabana Bay: which to book

All three share the same perks; the biggest differences are bedrooms and walking.

  • Bedrooms: an Endless Summer suite has two real bedrooms that share one bathroom. A Cabana Bay Family Suite is one room with a sliding partition, but its split bathroom helps on busy mornings. If your kids go to bed before you, the Endless Summer layout works better.
  • Walking vs shuttle: only Cabana Bay has walking paths, so midday hotel breaks don’t depend on a bus.

When stepping up to Stella Nova, Terra Luna or Aventura makes sense

The Prime Value hotels cost more, and their standard rooms sleep only 4. Stepping up makes sense when:

  • Your trip centers on Epic Universe: Stella Nova’s walking path saves time if you plan several days there.
  • You want a newer hotel: both Epic Universe hotels opened in 2025, newer than any value hotel, and each has a hot tub by the pool.
  • You are 4 or fewer: you need one room either way, so the room-rate difference is most of the extra cost, plus $4 more per night for parking if you drive (at the time of writing).

Universal Aventura Hotel is the third Prime Value option. It’s within walking distance of CityWalk and Volcano Bay, and its Kids’ Suite (575 sq ft, with a king bed, 2 twins and a sleeper sofa) sleeps 5. Its larger Kids’ Suite Plus (889 sq ft, adding 2 queens) sleeps up to 9.

For families of 5 or 6, the math usually favors the value tier: two Prime Value rooms tend to cost more than one value-tier suite, and your group is split across two rooms. Unless Epic Universe is the main reason for your trip, a value-tier suite is the better deal.

What the Volcano Bay seasonal closure changes

Universal says Volcano Bay closes for maintenance starting October 26, 2026 and plans to reopen on or before April 1, 2027. For trips in that window:

  • Cabana Bay and Aventura lose their walking path to Volcano Bay.
  • Cabana Bay’s Volcano Bay View rooms lose their main draw. Book the 2-Bedroom Suite for its space, not the view.
  • There is no Early Park Admission at Volcano Bay.

Cabana Bay keeps its paths to CityWalk and the original parks, but during the closure its edge over Endless Summer narrows. If it costs noticeably more on your dates, Dockside or Surfside is the easier choice. The dates can change, so check Universal’s park hours.

How to get the lowest rate

  • Be flexible with dates: rates change a lot with demand, and avoiding holiday weeks and school breaks usually brings them down. Our guide on when to visit Orlando shows the busier and quieter periods.
  • Compare one suite with two rooms: for 5 or 6 people, price one Endless Summer suite against two standard rooms. The suite adds a second bedroom and a kitchenette; two rooms add a second bathroom.
  • Count parking, or skip the car: nightly parking adds up over a week, and with free shuttles to every park you may not need a car. Universal’s SuperStar Shuttle runs from Orlando International Airport to its hotels (fees apply).
  • Compare booking direct with Booking.com: Universal promotes “Save up to 30%” offers, “Bundle and Save” packages, and rates for Florida residents, Annual Passholders and the military (valid ID required at check-in). Compare these with Booking.com for the same room and dates, using totals with the 12.5% tax; promotions change often.
  • Watch the cancellation window: Loews’ standard policy refunds in full only if you cancel about 5 to 6 days or more before arrival (one night plus tax is charged after that), but the cutoff differs by hotel and rate, and non-refundable deals are stricter. Check current terms when you book.

Cheaper off-site alternatives near Universal

An off-site hotel on International Drive can cost less per night, but you give up Early Park Admission and the free Universal shuttles, and some charge resort fees and parking. Our lists of the best budget hotels in Orlando and the best hotels near Universal Studios for every budget cover cheaper options. Without a car, see the hotels with the best shuttle service to Universal and Disney.

Two more ways to save: compare off-site hotels near Universal with free breakfast and hotels within walking distance of Universal, where you can skip the parking fee.

Frequently asked questions

What is the cheapest hotel at Universal Orlando?

The cheapest Universal Orlando hotels are usually Dockside Inn and Suites and Surfside Inn and Suites at Endless Summer Resort. Which one is cheaper depends on your dates, so compare both. Cabana Bay usually costs somewhat more, though in some weeks the difference is small. All three include Early Park Admission and free shuttles, and none lists a resort fee.

What is the difference between Dockside and Surfside?

Their rooms are identical: 313 sq ft rooms for 4 and 440 sq ft two-bedroom suites for 6. Dockside is much bigger (2,050 rooms), with two pools, a larger food court and a lobby bar. Surfside has 750 rooms and one surfboard-shaped pool, so it’s easier to get around. They face each other across Universal Boulevard, and both are shuttle only.

Is Cabana Bay worth the extra money over Endless Summer?

It is if you’ll use what you’re paying for: walking paths to CityWalk and the original parks, a lazy river, a waterslide and bowling. It’s less worth it if you need two separate bedrooms, if you’re mostly visiting Epic Universe (both use shuttles), or if you’re traveling between October 26, 2026 and spring 2027, when Volcano Bay and its path are scheduled to be closed.

Can you walk to the parks from Endless Summer Resort?

Not officially. Dockside and Surfside have no official walking path, and planners put them about a mile from the original parks. Free shuttles run about every 15 minutes to the CityWalk hub, Volcano Bay and Epic Universe, and rides take roughly 10 to 20 minutes. If walking matters, choose Cabana Bay.

Do Universal’s value hotels charge resort fees or for parking?

Dockside, Surfside and Cabana Bay don’t list a resort fee. At the time of writing, you pay 12.5% hotel tax, $26 plus tax per night for self-parking, and an extra-adult charge beyond 2 adults per room ($15 at Endless Summer, $20 at Cabana Bay). Breakfast isn’t included at any of them. Check current terms before you book.
