Sapphire Falls vs Royal Pacific is the closest call among Universal Orlando’s on-site hotels. The two Loews-run resorts sit next door to each other on the same waterways, both have a tropical theme, a sand beach and water taxis, and they charge the same parking. The perk that decides most bookings is the one they do not share: Loews Royal Pacific Resort includes free Universal Express Unlimited for everyone in the room, and Loews Sapphire Falls Resort does not.

So the real question is whether Express, a shorter walk and a club lounge are worth Royal Pacific’s higher rate, or whether Sapphire Falls’ bigger pool, lower extra-adult charge and a separately bought Express day fit your trip better. Facts below come from Loews’ and Universal’s official pages checked in October 2026; fees and perks change, so confirm them when you book.

Quick answer: No, Sapphire Falls does not include Express Pass. Book Royal Pacific if you will spend several days at Universal Studios Florida and Islands of Adventure on busy dates and would otherwise buy Express for your whole group. Book Sapphire Falls for quieter weeks, Epic Universe-heavy trips (the hotel Express perk does not work there), rooms with three or four adults ($25 instead of $55 per extra adult) and kids who want the biggest pool and a waterslide.

Loews Sapphire Falls Resort

Loews Sapphire Falls Resort, at 6601 Adventure Way, is the Caribbean-themed one: 1,000 rooms, 83 of them suites, set around a lagoon with rock waterfalls and the ruins of a stone turret in the lobby. Universal places it in its Signature Collection but in the $$$ band, one step below Royal Pacific, and it is the only one of the two with a dedicated walking path to Volcano Bay.

Its calling card is the pool, which Loews calls the largest at Universal Orlando Resort. Standard rooms are 321 square feet, there is no club level, and the four restaurants and lounges all have water views, per Loews. Our Loews Sapphire Falls Resort review covers every room type and policy.

Six photos from the hotel’s own gallery: the pool, three room types, a bathroom and the lantern-lit lobby. Tap any photo to enlarge it, or see the full gallery and current rates on Booking.com.

Best for families who live at the pool, groups of adults sharing a room and anyone who plans to buy Express for one day at most.

Loews Royal Pacific Resort

Loews Royal Pacific Resort, at 6300 Hollywood Way, wraps a South Seas theme around tropical gardens, Balinese umbrellas and an Orchid Court reflection pool with elephant statues, and also has 1,000 rooms, including 51 suites. It is one of three Universal hotels that include Express Unlimited.

Standard rooms are 335 square feet, Royal Club rooms add a lounge, and the Jurassic World Kids’ Suite is the biggest kids’ suite of the two. The ticketed Wantilan Luau runs on Saturday evenings, per Universal (Loews says weekly). Our Loews Royal Pacific Resort review has the full picture.

Does Sapphire Falls include Express Pass?

No. Universal’s hotel benefits page, its Express FAQ and Loews all limit free Universal Express Unlimited to guests of Hard Rock Hotel, Loews Portofino Bay Hotel and Loews Royal Pacific Resort. Sapphire Falls shares the Signature Collection label, but its guests get only the perks every Universal hotel has.

  • Both hotels: Early Park Admission up to an hour before opening at select attractions (valid park ticket required), free water taxis and buses, charging purchases to your room key and free delivery of park purchases to your hotel (not on check-out day). From October 5 to November 30, 2026, Universal lists early entry at Islands of Adventure and four lands of Epic Universe (plus Volcano Bay through October 25), with no upcoming dates at Universal Studios Florida; our Early Park Admission guide explains how to use it.
  • Royal Pacific only, Express Unlimited: for every registered guest, for the whole stay, at participating rides in Universal Studios Florida and Islands of Adventure during normal park hours. It is not valid at Epic Universe, Volcano Bay or separately ticketed events such as Halloween Horror Nights, and Universal’s Express FAQ excludes Hagrid’s and Pteranodon Flyers.
  • Royal Pacific only, Priority Seating: at select restaurants in the two original parks and CityWalk, booked through the concierge.

Loews says the room key is your Express pass from the moment it is issued until the parks close on check-out day, so a three-night stay can cover parts of four park days, depending on when your key is issued on arrival day (official check-in is 4 pm). Each guest presents their own key card. If you book through Booking.com, check in at the front desk, because the app’s mobile check-in is only for bookings made with Loews or Universal; the key card still carries Express.

What Royal Pacific’s free Express is worth

Loews values the included pass at $199.99 per person per day, based on 2-park Express Unlimited prices it quotes at $124.99 to $389.99 per person, and Universal says Express is limited and depends on daily availability. For four people spending two days in the original parks, that price range works out to roughly $1,000 to $3,120 if you bought Express Unlimited yourself.

To decide, price both hotels for your exact nights, multiply the nightly difference by your number of nights, and compare the total with what Express Unlimited costs on Universal’s site for your park days and party size. If the rate gap is smaller, Royal Pacific is the better buy. If you would only buy Express for one busy day, or most of your days are at Epic Universe, Sapphire Falls usually makes more sense. Rates vary by season, availability and how far ahead you book. Our guide to Universal hotels with Express Pass goes deeper into the rules.

Walking, water taxi and bus to the parks

Both hotels have three free ways to the original parks: landscaped walking paths, water taxis to CityWalk and shuttle buses. Royal Pacific is closer. Our OpenStreetMap foot routes, rounded and measured from the middle of each hotel, put it about 0.6 mile from the Universal Studios Florida gate and 0.5 to 0.6 mile from Islands of Adventure. Sapphire Falls, farther along the same path network, is about 0.9 and 0.8 mile away.

Volcano BayOwn walking path or busBus

Minutes are TouringPlans’ estimates. Universal’s hotel FAQ says boats and buses arrive about every 30 minutes at both hotels, starting an hour before Early Park Admission, and its transportation guide puts the average water-taxi ride at under 10 minutes. The boats go to CityWalk only, not to Epic Universe or Volcano Bay, and in peak season Universal may restrict them to guests of the four hotels they serve.

For Epic Universe neither hotel has an edge: both rely on Universal’s free shuttle buses, and its guide puts bus rides at about 10 to 20 minutes depending on traffic. Volcano Bay, which Sapphire Falls reaches on its own path, closes for maintenance on October 26, 2026, with a planned reopening on or before April 1, 2027, per Universal, and Loews says the path is unavailable during that time. If walking to Epic matters more, see our guide to hotels near Epic Universe.

Rooms and occupancy

Room sizes are close: 321 square feet at Sapphire Falls and 335 at Royal Pacific. Both list two-queen rooms for up to five, and Universal’s room pages say the fifth guest needs a rollaway ($35 plus tax per day, one per room, first come, first served). King rooms differ more: Sapphire Falls adds a sleeper sofa and lists four guests, while Royal Pacific lists three.

RoomSapphire FallsRoyal Pacific
Standard 2 queens321 sq ft, up to 5335 sq ft, up to 5
King room321 sq ft, king + sleeper sofa, 4335 sq ft, king, 3

2-bedroom suite sleeping the most2-Bedroom Sapphire Suite, 1,172 sq ft, 102-Bedroom Hospitality Suite, 1,675 sq ft, 11
Club levelNoneRoyal Club rooms, 335 sq ft

Both kids’ suites pair a king bedroom with a connected kids’ room with two twin beds. Royal Pacific’s Jurassic World Kids’ Suite is bigger (670 against 529 square feet) and movie-themed, while Universal describes Sapphire Falls’ kids’ room as nautical-themed. Sapphire Falls also sells its Kids’ Suite with a connecting two-queen bedroom, listed at 850 square feet for up to 10 guests. More options are in our roundup of Orlando hotels with kids’ suites.

Extra adults are where Sapphire Falls saves groups money: each adult beyond two in a room costs $25 there, against $55 plus tax at Royal Pacific, per the Loews and Universal pages at the time of writing. Neither says if that is per night, so confirm when booking. Pack ‘n Plays are free at both, and Universal lists microwaves at $15 a day plus tax, first come, first served.

Royal Pacific’s Royal Club rooms are the standard 335 square feet with access to the Royal Club Lounge, which Universal says serves continental breakfast plus evening beer, wine and snacks. Sapphire Falls has no club level, so there is no lounge upgrade to buy.

Pools and recreation

Loews calls Sapphire Falls’ pool the largest at Universal Orlando Resort. Universal lists it at 16,000 square feet with a sand beach, a waterslide, a children’s play area, a hot tub, rentable cabanas and a fire pit, and Loews adds pop-up jets in the kids’ area. Poolside activities include ping pong tournaments, water balloon tosses and hula-hoop contests.

Royal Pacific’s lagoon-style pool has a white-sand beach, two hot tubs, the Royal Bali Sea interactive water play area for children and cabanas with a ceiling fan, TV and a fridge with water, soda and fruit. Neither Loews nor Universal lists a full-size waterslide there (the hotel’s photos show only small slides on the Royal Bali Sea play structure), so slide fans lean toward Sapphire Falls.

Universal’s hotel FAQ lets guests of these two hotels, Hard Rock, Portofino Bay and two lower-priced on-site hotels use one another’s pools, so a Royal Pacific family can spend an afternoon on Sapphire Falls’ slide. The pools are heated, but Universal closes slides below 60°F and pools below 50°F.

For workouts, Sapphire Falls has the Kalina Health and Fitness Center with a dry sauna in each locker room. Royal Pacific’s Gymnasium covers more than 5,000 square feet with steam and sauna, and Loews says it is complimentary to all guests staying within the Loews Hotels complex at Universal, which appears to include Sapphire Falls (confirm at the desk). Each hotel also has a game room.

Dining and bars

Royal Pacific has more choice, while Sapphire Falls is compact but covers every meal. Neither hotel lists breakfast in its standard rates, and both have 24-hour room service.

  • Sapphire Falls: Amatista Cookhouse (full-service, Caribbean-inspired, exhibition kitchen, breakfast to dinner with water views), Strong Water Tavern (lobby rum bar with rum tastings, tapas and a ceviche bar), Drhum Club Kantine (pool bar and grill with a seafood menu) and New Dutch Trading Co. (grab-and-go coffee, sandwiches and pastries).
  • Royal Pacific: Islands Dining Room (breakfast buffet and Pan-Asian cuisine), Orchid Court Lounge & Sushi Bar, Jake’s American Bar (cocktails, appetizers and select entrées), Tuk Tuk Market (grab-and-go for breakfast, lunch and dinner), Bula Bar & Grille by the pool and the ticketed Wantilan Luau dinner show.

The two hotels are under half a mile apart on our foot route, roughly a 10-minute walk, so guests of either hotel can easily eat at both. Priority Seating at park and CityWalk restaurants remains a Royal Pacific perk.

For a quick breakfast before an early park start, both have a grab-and-go market. Royal Pacific’s Club Level is the only room category at either hotel with breakfast built in.

Parking, fees and policies

On fees the two are almost identical. At the time of writing, both list overnight self-parking at $36 and valet at $45 per vehicle per night plus tax, and neither Loews page lists a resort fee among its charges. Both charge $35 plus tax a day for a rollaway, allow up to two pets for a $150 fee per stay in pet-friendly rooms, offer free standard Wi-Fi, check in at 4 pm and out at 11 am, and require the person booking to be 21 or older.

The money differences are the $25 versus $55 extra-adult charge and Royal Pacific’s Express, which is built into its rate. Universal lists 12.5% tax on room rates (6.5% state sales tax plus Orange County’s 6% occupancy tax). Loews’ standard cancellation terms (a full refund six or more days before arrival) apply to bookings made with Loews; on Booking.com, follow your rate’s own conditions.

Price tier and feel

Universal’s hotel benefits page puts Sapphire Falls in its $$$ band and Royal Pacific in the top $$$$ band with Hard Rock, Portofino Bay and Helios Grand. Its current offer for stays of five or more nights booked with Universal (travel Sept. 8 to Dec. 25, 2026 and Jan. 3 to Mar. 15, 2027; blockout dates may apply) takes 20% off the Flexible Rate at Sapphire Falls and 15% at Royal Pacific, so the gap can widen on long stays booked with Universal. On Booking.com, compare the two for your own dates.

Sapphire Falls is bright and open: its photos show white plank headboards and blue accents, Loews talks up steel drums, and it has the largest hotel pool at Universal. Royal Pacific leans on tropical gardens, Balinese umbrellas and elephant statues around a lagoon-style pool; TouringPlans calls it the most relaxing of Universal’s top hotels. For other on-site and off-site picks, see our guide to the best hotels near Universal Studios Orlando, and for Royal Pacific against its two Express sisters, our Hard Rock vs Royal Pacific vs Portofino Bay comparison.

Choose Sapphire Falls if…

  • You are visiting in a quieter week, or you would buy Express for one busy day at most.
  • Your trip leans toward Epic Universe, where the hotel Express perk does not apply anyway.
  • You are booking three or four adults into one room ($25 instead of $55 plus tax per extra adult).
  • Your kids want the biggest pool at Universal, a waterslide and a beach.
  • You want a king room with a sleeper sofa for a child, which Royal Pacific’s king rooms do not list.

Choose Royal Pacific if…

  • You plan two or more days at Universal Studios Florida and Islands of Adventure on busy dates.
  • You want the shorter walk: about 9 minutes to Islands of Adventure, per TouringPlans.
  • Your children would love the 670-square-foot Jurassic World Kids’ Suite.
  • You want a club lounge with breakfast, or Priority Seating at park restaurants.
  • A garden-style resort with a sushi bar, a weekly luau and a lagoon pool appeals more than the biggest pool.

Frequently asked questions

Does Loews Sapphire Falls include Express Pass?

No. Free Universal Express Unlimited is limited to Loews Royal Pacific Resort, Hard Rock Hotel and Loews Portofino Bay Hotel, per Universal and Loews. Sapphire Falls guests get Early Park Admission, free water taxis and buses, room charging and package delivery. You can buy Express Unlimited separately for Universal Studios Florida and Islands of Adventure, but Universal says Express is limited and based on daily availability.

Is Royal Pacific worth the extra cost over Sapphire Falls?

It is when the rate difference for your stay is smaller than what Express Unlimited would cost your group for your days at the two original parks. Loews values the included pass at $199.99 per person per day. On quiet dates, on Epic-focused trips or with young children who will ride little, Sapphire Falls usually wins on value.

Which is closer to the parks, Sapphire Falls or Royal Pacific?

Royal Pacific. TouringPlans estimates 12 minutes on foot to Universal Studios Florida and 9 to Islands of Adventure, against 19 and 15 from Sapphire Falls, and our foot routes measured about 0.6 and 0.5 to 0.6 mile against 0.9 and 0.8. Both hotels have water taxis to CityWalk and free shuttle buses to Epic Universe.

Can Sapphire Falls guests use the Royal Pacific pool?

Yes. Universal’s hotel FAQ lets guests of Sapphire Falls, Royal Pacific, Hard Rock, Portofino Bay and two lower-priced on-site hotels use one another’s pools, so both groups can swap between Sapphire Falls’ slide and Royal Pacific’s Royal Bali Sea play area. Loews also says Royal Pacific’s Gymnasium is free for guests across its Loews hotels complex at Universal. Confirm the rules at check-in.

Which is better for a family of five?

Both list two-queen rooms for five with a rollaway, so the standard rooms are a tie, with Royal Pacific 14 square feet larger. For more space, Royal Pacific’s Jurassic World Kids’ Suite is 670 square feet against 529 at Sapphire Falls. If two of the five are adult children, Sapphire Falls’ $25 extra-adult charge is lower than Royal Pacific’s $55 plus tax.

Bottom line

Sapphire Falls vs Royal Pacific comes down to Express. If you will ride hard at the two original parks on busy dates, Royal Pacific’s included pass, shorter walk and club option usually justify the higher rate. If you will not, Sapphire Falls gives you the same parking, the same Early Park Admission, a bigger pool and a cheaper extra-adult charge, usually for less. Price both for your dates before you decide.
